Md. Abu Bakkar Khan, 80, of Khanpara in Tarash Municipality, has been receiving old-age allowance benefits from the government for almost a decade and a half. He has never had any problems withdrawing money before. Recently, he went to withdraw his allowance from a local agent bank branch. He is unable to withdraw the money as his fingerprints do not match the biometric machine. Despite repeated attempts, he is suffering from financial crisis as he is unable to withdraw the allowance money as the fingerprints do not match.
The same is the case with Mosha Tachiron of Uttarpara, Tarash village of the upazila. He said that earlier his fingerprints were found in the biometric machine, but now they are not. Due to this, he could not withdraw his allowance despite repeated protests at the bank. Like Abu Bakkar and Tachiron, at least 1,100 to 1,200 elderly allowance recipients of the upazila are suffering.
According to the Social Services Office, 9,602 people receive old-age allowance in eight unions and one municipal area of the upazila. 5,700 people receive disability allowance. In addition, there are 21,420 beneficiaries, including 5,851 widows, 10 transgenders, and 50 people from backward communities. All of them withdraw their allowance money from at least 20 agent banking branches of a bank.
It has been learned that the fingerprints of about 1,100 to 1,200 beneficiaries, including the elderly, disabled and widows, who are receiving government financial benefits or are beneficiaries of the allowance, are not matching with the biometric machine. Due to this, they are unable to withdraw the allowance money. As a result, they are in financial crisis. Tachiran said that they have been going around the Upazila Social Services and banks to resolve the issue and are at a loss.
He said that he used the allowance money to pay for some personal expenses, including medicine and food. He is having trouble withdrawing the money because his fingerprints do not match. He has to go to the bank and the social service office in the hope of receiving the allowance money. Even then, the work is not completed. He has not been able to withdraw the money for three months.
Those concerned said that most of those whose fingerprints do not match even after giving their fingerprints to the biometric machine are elderly. This mainly happens due to age or when the skin of the fingers is damaged or during winter. This number is more than a thousand in the upazila. Mamunur Rahman of the bank said that the fingerprints of the nominee or beneficiary are being taken and attached to the new biometric machine with the certification of the upazila social service officer. In this way, arrangements have been made to withdraw money from 700 to 800 beneficiaries in three to four months. Many are still unable to withdraw money because their fingerprints do not match.
In this regard, Upazila Social Service Officer Md. Ilias Hasan Sheikh said, in two months, arrangements have been made to withdraw money from at least 25 to 30 beneficiaries whose fingerprints did not match the biometric machine by providing certification. In addition, the fingerprints of the nominee or beneficiary are being newly attached to the biometric machine. A solution is being implemented to get the allowance of the beneficiaries whose fingerprints do not match. This process will be completed in a few weeks.
